This is because  <a href=\"http:\/\/vote96.ss.ca.gov\/Vote96\/html\/BP\/215.htm\">Propo\u00adsi\u00adtion 215 legal\u00adiz\u00ading med\u00adi\u00adc\u00adi\u00adnal mar\u00adi\u00adjua\u00adna<\/a> has\u00adn\u2019t flown at all with the fed\u00ader\u00adal gov\u00adern\u00adment. I sup\u00adpose the city fig\u00adures that if they grow the pot on pub\u00adlic lands the DEA is less like\u00adly to come in and arrest gov\u00adern\u00adment employ\u00adees.<\/p>\n<p>Advo\u00adcates say that this leg\u00adis\u00adla\u00adtion has the addi\u00adtion\u00adal ben\u00ade\u00adfit of pro\u00advid\u00ading job train\u00ading for the unem\u00adployed. Train\u00ading unem\u00adployed peo\u00adple to grow and dis\u00adtrib\u00adute drugs just does\u00adn\u2019t seem like a help\u00adful social strat\u00ade\u00adgy to me\u2026<\/p>\n<p>This, of course, is the same city that just now made it <a href=\"http:\/\/www.examiner.com\/frank_gallagher\/default.jsp?story=n.gallagher.0703w\">ille\u00adgal to poop in pub\u00adlic<\/a>, and the deci\u00adsion was hot\u00adly con\u00adtest\u00aded.
